Segment numbering after restart

Encoders should not reuse segment numbers. After a restart, the encoder must not reuse the segment numbering. It should maintain the unique segment numbering across restarts (for example, by implementing a time-based segment numbering system).

If the encoder restarts or recovers from an outage, it should create segments starting at the next available sequence for sequentially increasing sequences or at a timestamp that has not yet been used.

Reuse of file names is undesirable for live streams. If an encoder is incapable of ensuring that a segment number is not reused, end users may be served old content during an event.
